Carbon Reduction Plan
Our emissions baseline, our reduction targets and our commitment to Net Zero, published in the format required for public sector procurement.

Status of this document
DRAFT — NOT YET PUBLISHED. This plan is complete in structure but not in substance: the emissions figures below have not been measured and every one is a TODO_ placeholder. It is excluded from search engines and from our sitemap until that changes. Do not cite this URL in a bid response until the figures are real and a director has signed it.
The rest of this section explains what is required and how to finish it, and should be deleted once it is finished.
The required format comes from PPN 06/21, "Taking account of Carbon Reduction Plans in the procurement of major government contracts" (renumbered when the Procurement Act 2023 regime came in during 2025 — check which reference the buyer cites). It applies to contracts above £5 million per annum, and it prescribes the structure: a Net Zero commitment, a baseline year, current-year emissions, targets, the projects that will deliver them, and a signature at board level.
The NHS Net Zero Supplier Roadmap goes further and matters more to us, because it reaches below the £5m threshold and tightens on a published schedule. Check the current stage of that roadmap before finalising this plan — the requirement has moved every year since 2023, and a plan built to last year's stage will be marked down.
One practical note before you start measuring: we occupy serviced office space, so we do not hold the energy meters. Scope 1 and Scope 2 figures have to be requested from the landlord, or estimated from floor area against a published benchmark with the method stated. Either is acceptable; silently reporting zero is not.
Commitment to achieving Net Zero
ActiveManage Ltd is committed to achieving Net Zero emissions by TODO_TARGET_YEAR.
TODO_TARGET_YEAR must be 2050 or earlier for this plan to satisfy PPN 06/21. Most software companies of our size commit earlier, because the great majority of our footprint is purchased electricity and business travel rather than industrial process, and both are addressable now.
Baseline emissions footprint
Baseline emissions are a record of the greenhouse gases produced before any strategy to reduce them was in place. This baseline is the reference point against which every reduction claimed below is measured.
Baseline year: TODO_BASELINE_YEAR. Additional details: TODO_BASELINE_NOTES — state how the figures were obtained, which sites and activities are in scope, and where an estimate has been used in place of a measurement.

Those five Scope 3 categories are the subset PPN 06/21 requires. Reporting more is permitted and reporting fewer is not; if a category is genuinely nil, say so and say why rather than leaving the cell blank.
Note on cloud hosting: the emissions of the data centres our platform runs in fall under Scope 3 category 1 (purchased goods and services), which is outside the required subset. It is nonetheless the largest single component of our footprint and we intend to report it — see the reporting commitment below.

In the first year of reporting the baseline year and the reporting year are the same, and this table simply repeats the one above. That is expected and is not a weakness in the plan.
Emissions reduction targets
We project that carbon emissions will decrease from TODO_BASELINE_TOTAL tCO2e in TODO_BASELINE_YEAR to TODO_TARGET_TOTAL tCO2e by TODO_INTERIM_TARGET_YEAR, a reduction of TODO_CRP_REDUCTION_PCT per cent.
Set an interim target that falls within the life of a contract you are bidding for. A commitment whose first checkpoint is in 2050 gives an evaluator nothing to score and nothing to hold us to.
Carbon reduction projects
Completed carbon reduction initiatives: TODO_COMPLETED_PROJECTS. State what was done, when, and the saving achieved in tCO2e where it can be quantified.
The measures below are in place or planned. They are the ones genuinely available to a software company that does not own its building or run a fleet — which is most of the reason our footprint is small, and also most of the reason it is hard to cut further.
- A renewable electricity supply for our office space, or the landlord's confirmation of one, and evidence of the tariff.
- Cloud regions and providers selected with their carbon intensity and renewable commitments taken into account, and the provider's reported figures for our workload obtained annually.
- Remote and hybrid working as the default, cutting commuting emissions — with the homeworking energy use that displaces counted honestly under Scope 3 category 7 rather than quietly dropped.
- Rail rather than air or road for domestic travel, and a presumption against travel where a video call achieves the same thing.
- Hardware kept in service for its full useful life, then refurbished or recycled through a certified WEEE route rather than replaced on a fixed cycle.
- Efficiency work on the platform itself. Query and infrastructure optimisation reduces the compute we consume — the one lever here that our engineering work moves directly.

Declaration and sign off
This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and the associated guidance and reporting standard for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard, and use the appropriate Government emission conversion factors for greenhouse gas company reporting.
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard.
This Carbon Reduction Plan has been reviewed and signed off by the board of directors of ActiveManage Ltd on TODO_CRP_BOARD_APPROVAL_DATE.

The three paragraphs above are the declaration wording PPN 06/21 expects, and evaluators check for it. Do not reword them — but do not publish them either until each statement they make is actually true.
Publication and review
This plan is published at www.activemanage.co.uk/policies/carbon-reduction/ and is reviewed and republished annually, within six months of our financial year end. A plan more than twelve months old is treated as expired by most buyers.
